This appointment also recognises the strength of our professional surveying, M&E, and sustainability teams and their proven experience in delivering high-quality estate and advisory services.
We have been named on Lot 4 (Surveying and Strategic Advice), with Lexica appointed as a named subcontractor, and Lot 8b (PFI Surveying Services).
Through Lot 4, Ingleton Wood can deliver a comprehensive range of professional surveying and advisory services, including:
- Environmental surveys (including BREEAM, carbon reduction, energy efficiency, EPCs)
- Dilapidations and vendor surveys
- Condition surveys, planned preventative maintenance (PPMs), defect analysis
- Party wall matters, 6 Facet Surveys, and compliance/health & safety audits
Through Lot 8b, we provide PFI surveying services, enabling clients to confidently and efficiently access our professional surveying, M&E, and sustainability expertise, with Carlton PLC appointed as a named subcontractor.
CCS’s Estate Management Services 2 framework offers significant advantages for public sector clients, providing access to a fully compliant supplier base of over 3,000 suppliers serving more than 19,000 customers.
Named suppliers benefit from flexible procurement options, including direct award or further competition, with no minimum contract value thresholds and no prescribed call-off contract lengths. Importantly, all suppliers appointed to Lots 1–6 are RICS qualified, ensuring consistent professional and technical standards.
Reflecting on the appointment, Ingleton Wood’s Bid Manager, Jane Barrow, who coordinates our Practice’s framework submissions, commented:
“This achievement is significant for Ingleton Wood. It is a testament to the strength and depth of our professional services offering. Being included on Estate Management Services 2 framework provides a clear, compliant route for public sector clients to access our surveying, M&E, and sustainability expertise, and supports our continued growth across government, defence, and wider public sector estates.”

Ingleton Wood were also represented at the CCS Supplier Day, held in January 2026, where the Practice engaged directly with the framework’s ambitions and explored the opportunities it creates for both clients and suppliers.
Simon Gorst, Partner at Ingleton Wood, attended on behalf of the Practice, and commented:
“The CCS Supplier Day was an insightful and valuable opportunity to engage with the framework team, better understand its objectives, and explore how the new Estate Management Services 2 framework can support effective, compliant delivery for public sector clients.
It was also a chance to celebrate the hard work of the Ingleton Wood team that made this appointment possible, and it reinforced the importance of strong collaboration between CCS and its suppliers.”
