A Phase 1 Desk Study is typically requested by the local planning authority as part of a planning application or as a pre-commencement condition attached to a planning decision notice.
This desk-based report, known by various names such as desk study, preliminary investigation, preliminary risk assessment, or contaminated land risk assessment, forms the first stage in assessing contaminated land.
These reports are also commonly requested during land transactions as part of the purchaser’s due diligence or by landowners assessing their existing liabilities.
